Jairus Muaka is the Senior Manager, Policy and Regulatory Framework. He holds a Bachelor Degree in Economics from The University Of Nairobi and a Masters Degree in Economic Policy Management from Makerere University. Jairus has experience in public sector policy formulation and management spanning over 20 years with specialization in financial sector policy. Similarly, he has a vast experience is strategic planning and implementation management within the public sector.

Jairus joined Capital Markets Authority from the National Treasury where he worked as an economist handling a range of policy as well as operational responsibilities. He was instrumental in setting of the Middle Office of the National Treasury’s Public Debt Management Department. While at the Treasury, he handled a wide range of functions including budgeting, formulation and implementation of the Ministry’s Strategic plan among other responsibilities.

Upon joining Capital Markets Authority in 2009, he has been responsible for policy formulation and analysis duties that have translated to the roll out of various products and services because of sound policy informed legislations. Evidenced-based policy formulation steered by Jairus has facilitated implementation of various policy and institutional interventions that have seen the Kenya Capital Markets grow to the current state.
